Powys County Council as Highway Authority wish to carry out works to a section of the surface of public Byway Open to All Traffic (BOAT) LM1268(A), near the Water Break its Neck waterfall, in the community of New Radnor.
The land over which this BOAT passes is registered as common land, RCL074, Mynd, Llanfihangel Nant Melan. As such, consent for the work is needed under section 38 of the Commons Act 2006 . There is currently an informal consultation with interested parties; if a formal application for consent is made following consultation, the proposals will be advertised in the local press and on site in due course.
This section of the BOAT is on a slight side slope, with the eastern part having well defined track marks and the western section being across a grassy surface; when the surface gets wet in winter, this whole section can become sticky and the surface cut up, leading to vehicles being driven around the rutted area, resulting in braiding of the surface and the cut up area becoming wider. It is proposed to create a crushed stone surface track approx. 3m wide along the line of the BOAT, which will provide a good surface for all path users in all conditions and reduce the likelihood of braiding. This will reduce the area available to graze, but it will ensure there is better access to the site for both the grazier and the general public. It will help recreational users to remain on the correct alignment, reducing the likelihood of braiding, which in itself reduces the available grazing.
