19/1764/FUL. Grid Reference: E:321639 N: 260434. Proposal: Change of use of agricultural field to static caravan site (25 static caravans), creation of a new access,installation of a package treatment plant and all associated works. Site Address: Land West Of Old Station Caravan Site, New Radnor, Presteigne, Powys LD8 2AZ.

Considered at the November meeting of the Community Council.  Members asked that the following comments  be made -

  • Concern over the visual impact of the site in an area of great natural beauty.
  • Given the visibility of the site both from the A44 and New Radnor village Members asked that it be fully and adequately screened. The slope of the site makes screening problematic and this needs to be fully addressed via an appropriate planning condition.
  • Members noted that the applicant acknowledges that the site is subject to a flood risk and measures should be put in place to secure against flooding.
  • Concern at the increased numbers of vehicles entering/exiting the very fast A44 road. Members also noted that the proposed visibility splay to the left (on exiting to A44) was considerably shorter than that in the opposite direction.
Members ask that the above concerns be taken into account when determining the application.

Resolved that the following comments be made - The Council is concerned at the removal of a facility for the siting of touring caravans and tents in order to site the proposed static units. There is nowhere else in New Radnor that caters for such visitors and Members felt that some area should be retained for this use.

Planning Application 18/1017 Discharge of Condition 30 , Rights of Access

The Community Council would like to point out that it understands that the map shown in option agreement three is inaccurate and the land does not in fact extend to the A44 (between Larch Grove and the fence line). Map to be attached. The necessary notice and consent for that vital section of land has not therefore been served on the landowner.

Planning Application 18/1016 Discharge of Condition 43, Archaeology –

The Community Council understands that an archaeologist was not on site as required at the start of any works and during the initial stages of works.

Planning Application 18/1008 Discharge of Condition 40, Habitat Management

No input yet received from Natural Resources Wales and this is considered essential before this condition is discharged.

 Planning Application 18/1009 Discharge of Condition 41, Ecological Monitoring

No input yet received from Natural Resources Wales and this is considered essential before this condition is discharged.

Planning Application 18/0984 Discharge of Condition 23, Surface Water Management

Condition 37 of the planning permission expressly states that no development shall be commenced until this condition has been discharged - why is it therefore being allowed to not only commence but to continue? Again no response as yet from Natural Resources Wales. Run off is presently not being managed and is reaching the A44 and thus adjacent water courses.

Planning Application 18/0985 Discharge of Condition 24, Water Quality Monitoring

The Community Council understands that very few baseline monitoring samples have been taken and indeed only three properties approached despite 16 properties having been identified by PCC as possibly being affected. Work should not be allowed to continue until all have been properly sampled. The Community Council also feels that underground aquifers should be identified so that any impact can be fully assessed.

 Planning Application 18/0992 Discharge of Condition 29, Construction Traffic Management Plan

The Community Council supports completely the comments of PCC Officers Jill Exton and Dale Boyington on the issues of concern. Steps should be taken immediately to ensure that no further traffic enters the site until a full plan has been approved to discharge this condition.

Planning Application 18/0998 Discharge of Condition 51, NoiseThe plannng condition asked for a list of consultants to be provided, the applicant has only provided one. The Community Council is concerned about approving a list of one, as in the event of a noise complaint if that consultant isn't available then there could be a delay in investigating.

Planning Application 18/0989 Discharge of Condition 25, Public Rights of Way

As far as the Community Council is aware there has been no application to close or restrict CROW land access or to obtain permission to carry out work on a common. The need to guarantee safety of the public should be a priority. The Community Council supports completely the comments of PCC Officer, Jill Exton, on the issues of concern. Commons graziers should also be consulted.

Planning Application 18/0993 Discharge of Condition 31, Site Access

Again the Community Council supports the comments of PCC Officers Jill Exton and Dale Boyington on the issues of concern. The details supplied do not appear to relate to the plan in the original application. Do the traffic lights on the A44 have the necessary permit?

The Community Council notes the comments of Jason Ingram from the Dept of Economy and Infrastructure that insufficient information has been provided particularly with regard to pedestrians, AILs, hold points for loads, parking off carriageways etc.

Planning Application 18/0997 Discharge of Condition 48, Community Liaison

There has been little or no liaison with the community.

Planning Application 18/1006 Discharge of Condition28, Abnormal Load Traffic Management Plan -The Community Council has read the consultee response from Dale Boyington of the Highways Section of PCC and agrees completely with all the views and statements expressed including -

  • the need to completely re-assess the new route (which differs significantly from the original route submitted)
  • the need to assess the proposed route in relation to the actual turbine proposed for the site
  • the various concerns regarding sections of the route, holding points etc but particularly the bridge at Crossgates and the need for a full survey of this constraint and assurance that the load will pass through it safely.
  • the need for additional holding points.
  • the need for amended swept path drawings be submitted based on topographical surveys for all locations along the County Road network.
  • that a trial run must be required along the entire route before any turbine components should be considered for transport. The need for a TTRO must be stressed to the developer immediately.

Condition 49 - there appears to have been no attempt to apply for the necessary permission to carry out works on common land and this should be investigated as a matter of urgency.

In general the developers appear to be proceeding with absolutely no regard for the planning process or indeed any regulations regarding commons, rights of way or highways. Urgent action is required by the County Council to halt all works while the planning process is correctly followed.

Considered at the September meeting of the Community Council. Resolved that the need for demolition be queried feeling that sympathetic restoration was more appropriate in a conservation area. Members asked to be assured that this was not possible before any demolition is permitted. In addition The Council would like to point out that an earlier permission had been approved for conversion of the existing building into a one bedroom dwelling and this was considered a better option.

P/2016/0845 Grid Ref: 321389.56/260777.75 for Erection of a one bedroom dwellinghouse with provision of one on-site car parking space and all associated works (resubmission of P/2015/0789) at Land at The Coach House Water Street New Radnor.

Considered at the September meeting of the Community Council. Resolved that the Community Council wishes to object to the application on the grounds that the proposed appearance of the dwelling is not in keeping with the general appearance of property in the village and that it is therefore inappropriate. It points out that the village is comprised of more traditional properties and is within a conservation area. Concerns regarding the demolition of the existing building are as described under 846 above. Members stressed their concerns that the materials chosen were not in keeping and unsuitable feeling restoration of the present building more appropriate.

Resolved to object to the application on the following grounds - the Llandegley area already has a large number of poultry units and a further unit would only add to the existing problems of odour and flies. The Community Council believes that the unit is situated near residential properties and that the 800m to the nearest dwelling is still too close to alleviate any problems.

New Radnor Community Council Comment October 2015: The Community Council wishes to object to the application on the grounds that the proposed appearance of the dwelling is not in keeping with the general appearance of property in the village and that it is therefore inappropriate. It points out that the village is comprised of more traditional properties and is within a conservation area. Concerns regarding the demolition of the existing building are as described under 787 above.

New Radnor Community Council Comment October 2014: It was resolved that the Community Council wishes to object to the application on the following grounds - due to its location the turbine will be very visible on the skyline and will be seen from a considerable distance; the increasing number of applications for wind turbines is leading to a detrimental cumulative effect in the area and it was felt that this aspect must be fully considered when determining this individual application and indeed each and every individual application made for such turbines in the area.

P/2014/0672 full, construct and operate 7 wind turbines with a maximum tip height of 110m and maximum hub height of 69m together with ancillary development comprising substation, control building, new and upgraded access points and tracks, hardstanding and temporary compound and associated works at land off A44 SW of Llandegley, Llandrindod Wells. Grid Ref 313083.41260357.03 New Radnor Community Council Comment September 2014: Resolved to object to the application. The proposed development far exceeds the 5mw maximum capacity for small wind farms outside the Strategic Search Areas defined in Welsh Government document, TAN 8 and should be refused for the following reasons - the proximity to nearby bridleways and rights of way, the recommended distance from any bridleway is 3x turbine height, equating to 330m in this case. However the nearest right of way to the turbines is just 200m away, representing a clear danger to all users, not only horse riders but also walkers and cyclists; the adverse visual impact on the A44 and on tourism, a principal leisure route into Wales (a route recognised as having high scenic value in the recent planning inspectorate decision on the turbine application at Pentre Tump) and the resultant effect on tourism; sited outside Strategic Search Area, wind farms over 5mw (this site being 17.5mw) should, as indicated in TAN 8, be restricted to Strategic Search Areas or brown field sites. To grant permission for this development would industrialise an area of exceptional natural beauty; detriment to the local landscape, the views enjoyed from the site area and from surrounding hills, roads and rights of way would be severely detrimentally affected. The Unitary Development Plan for Powys states that a wind farm should only be considered where there is no adverse effect on the landscape; damage to local wildlife, in particular the local bird population (the email sent to PCC from the Radnorshire County Bird Recorder details many species which would be affected and analyses the present numbers of those species in the area).

 Planning Application  P/2014/0066, full, erection of an environmental chamber building (retrospective) at Radnor Range Ltd, New Radnor: New Radnor Community Council Comment March 2014: The Community Council wishes to object to the application on the grounds of the additional highway traffic generated and the implications for the already poor access from the Range, the effect on access to nearby rights of way and the safety of users of the rights of way, particularly horse riders whose animals would be affected by the noise of explosions etc The Council was also most concerned that this application was being made retrospectively.
