P2016 0846 Grid Ref: 321387.9/260777.16 for Conservation Area Consent for demolition of The Coach House (resubmission of P/2015/0787) at The Coach House Water Street New Radnor.

Considered at the September meeting of the Community Council. Resolved that the need for demolition be queried feeling that sympathetic restoration was more appropriate in a conservation area. Members asked to be assured that this was not possible before any demolition is permitted. In addition The Council would like to point out that an earlier permission had been approved for conversion of the existing building into a one bedroom dwelling and this was considered a better option.

P/2016/0845 Grid Ref: 321389.56/260777.75 for Erection of a one bedroom dwellinghouse with provision of one on-site car parking space and all associated works (resubmission of P/2015/0789) at Land at The Coach House Water Street New Radnor.

Considered at the September meeting of the Community Council. Resolved that the Community Council wishes to object to the application on the grounds that the proposed appearance of the dwelling is not in keeping with the general appearance of property in the village and that it is therefore inappropriate. It points out that the village is comprised of more traditional properties and is within a conservation area. Concerns regarding the demolition of the existing building are as described under 846 above. Members stressed their concerns that the materials chosen were not in keeping and unsuitable feeling restoration of the present building more appropriate.

Resolved to object to the application on the following grounds - the Llandegley area already has a large number of poultry units and a further unit would only add to the existing problems of odour and flies. The Community Council believes that the unit is situated near residential properties and that the 800m to the nearest dwelling is still too close to alleviate any problems.

New Radnor Community Council Comment October 2014: It was resolved that the Community Council wishes to object to the application on the following grounds - due to its location the turbine will be very visible on the skyline and will be seen from a considerable distance; the increasing number of applications for wind turbines is leading to a detrimental cumulative effect in the area and it was felt that this aspect must be fully considered when determining this individual application and indeed each and every individual application made for such turbines in the area.

​P2014/0671, for householder, installation of 8 solar panels on roof of rear extension at 12 Church Street, New Radnor. New Radnor Community Council Comment September 2014: Resolved, no objections. ​

P/2014/0672 full, construct and operate 7 wind turbines with a maximum tip height of 110m and maximum hub height of 69m together with ancillary development comprising substation, control building, new and upgraded access points and tracks, hardstanding and temporary compound and associated works at land off A44 SW of Llandegley, Llandrindod Wells. Grid Ref 313083.41260357.03 New Radnor Community Council Comment September 2014: Resolved to object to the application. The proposed development far exceeds the 5mw maximum capacity for small wind farms outside the Strategic Search Areas defined in Welsh Government document, TAN 8 and should be refused for the following reasons - the proximity to nearby bridleways and rights of way, the recommended distance from any bridleway is 3x turbine height, equating to 330m in this case. However the nearest right of way to the turbines is just 200m away, representing a clear danger to all users, not only horse riders but also walkers and cyclists; the adverse visual impact on the A44 and on tourism, a principal leisure route into Wales (a route recognised as having high scenic value in the recent planning inspectorate decision on the turbine application at Pentre Tump) and the resultant effect on tourism; sited outside Strategic Search Area, wind farms over 5mw (this site being 17.5mw) should, as indicated in TAN 8, be restricted to Strategic Search Areas or brown field sites. To grant permission for this development would industrialise an area of exceptional natural beauty; detriment to the local landscape, the views enjoyed from the site area and from surrounding hills, roads and rights of way would be severely detrimentally affected. The Unitary Development Plan for Powys states that a wind farm should only be considered where there is no adverse effect on the landscape; damage to local wildlife, in particular the local bird population (the email sent to PCC from the Radnorshire County Bird Recorder details many species which would be affected and analyses the present numbers of those species in the area).

 Planning Application  P/2014/0066, full, erection of an environmental chamber building (retrospective) at Radnor Range Ltd, New Radnor: New Radnor Community Council Comment March 2014: The Community Council wishes to object to the application on the grounds of the additional highway traffic generated and the implications for the already poor access from the Range, the effect on access to nearby rights of way and the safety of users of the rights of way, particularly horse riders whose animals would be affected by the noise of explosions etc The Council was also most concerned that this application was being made retrospectively.
